**Budget Construction**<span style="color: #172b4d"> is a module within the </span>**Kuali Financial System**<span style="color: #172b4d">. There are two main roles that take part in viewing and editing budgets within the module: (1) BC Processors and (2) Fiscal Officers. Both roles have similar abilities within the module but are assigned to roles differently. Each organization (school/college/unit) is responsible for identifying BC Processor(s) on an annual basis before the budgeting cycle begins; Fiscal Officers are assigned as the approver to a given account upon creation.</span>

<span style="color: #172b4d">Annually when the budget cycle begins, the </span>**Base Budget**<span style="color: #172b4d"> amount is pulled from balances and posted to the General Ledger in the Budget Construction module. A </span>**Budget Construction**<span style="color: #172b4d"> document is created for each Account or Account/Sub-Account combination. The Budget Construction document contains a funding line for each object code with a Base Budget and/or Actuals amount posted to the General Ledger.</span>

<span style="color: #172b4d">The Office of Budget & Planning loads the control budget amount to each Budget Construction document using the revenue object codes </span>**4100**<span style="color: #172b4d"> – </span>*FY Permanent Budget (BO use only)*<span style="color: #172b4d"> and </span>**4101**<span style="color: #172b4d"> – </span>*FY Fringe Rate Adj Bdgt (BO use only)*<span style="color: #172b4d">. Once the control budget amount has been loaded, the Office of Budget & Planning will push the Budget Construction documents down to the university organizations. At this time, BC Processors and/or Fiscal Officers have the ability to make updates to the </span>**Requested**<span style="color: #172b4d"> amount for </span>**Salaries**<span style="color: #172b4d"> and </span>**Contractuals/Commodities**<span style="color: #172b4d"> object codes.</span>
